Vicki Rossi


One of the most fulfilling things you can do in life is make people’s lives easier. Vicki combines deep experience with a proven commitment to long-term client relationships. In addition to overseeing PBR since 2005, Vicki held the Managing Director of Group Benefits position for multinational Hanna Insurance Solutions Company (bearing responsibility for its Traditional Group Department). From 1993 to 2004, she ran Bosmans and Associates, specializing in customized small-group solutions to her clients. Prior to that, she worked as a Sales Representative for Home Life Insurance Company. She loves traveling, having explored Bora Bora and Bellagio to Paris.

Mike April

Vice President

Mike’s insurance industry career began in 2001. He joined PBR as an employee benefits broker to help small to midsize companies select and implement comprehensive, cost-effective benefit plans. Mike became a partner in 2009, dedicating himself to delivering outstanding services and solutions, wrapped in a sincere, personal touch. Clients appreciate his extensive background in payroll and HR services. Mike graduated from California State University, Sacramento. He loves a good game of golf, softball or football. His family, including two beloved children, ranks highest of all.

Laura Dake

Operations & Special Account Manager

Laura admits only to “over 17 years” in insurance-related industries! Her massive experience in account management, customer service, claims appeal, medical billing and underwriting make her an invaluable resource for clients and staff alike. A born multitasker, Laura is also responsible for many of PBR’s operations. Her passion for organization and detail keeps us firmly and consistently focused on service at the highest level. But her greatest achievement is her love of family. She is a proud mother and grandmother.

Anne Marie Foley

Benefits Consultant

Anne Marie is devoted to helping clients streamline work processes with technology and find the best benefits. Her forward-thinking, consultative approach makes it easier to attract and retain employees. She came to PBR from insurance carrier Assurant Employee Benefits, where her responsibilities included training the brokerage community on ancillary employee benefits (dental, disability and life insurance). She has more than 10 years of experience in the insurance industry, and holds Life Agent and Property & Casualty licenses. A graduate of California State Polytechnic University, Pomona, Anne Marie lives in Marin County, relishing her family, golf and hiking.

Susan Kincaid

Senior Account Manager

Susan often claims she’s been around since dinosaurs roamed Walnut Creek. We politely disagree, but we do value her wealth of knowledge and experience! Susan’s been privileged to work with some of the most respected carriers in the group health industry and, because of lessons learned over the years, is a highly skilled problem solver. Through her Senior Account Manager role, she brings a passion for service and a lighthearted approach to her interactions with clients and carriers.

Janelle Painter

Implementation and Support Specialist

Janelle’s background in the complex world of employee health and wellness benefits strikes the right balance between employee satisfaction and cost control. Prior to her career in the insurance industry, Janelle worked as a customer service director for 20+ years with United Airlines. She builds the Client Employee Benefits Portals, so you can access important documents anywhere, anytime on one secure site. Janelle lives in Pleasanton, attends triweekly cardio barre classes, and juggles time with her husband (a chef), son and three grandchildren (two of whom are teenagers).

Janet Louie

Enrollment Specialist

Janet is the newest addition to our team. Her understanding of HR’s challenges from the inside out puts her in a unique position to guide our clients and their employees to the most relevant benefits and insurance programs, tools and solutions. She joins us with more than 10 years of experience in human resources project management and employee benefits administration at Charles Schwab, PricewaterhouseCoopers and KPMG. She lives in Danville with her husband and two children.
